Neighborhood Health comprises 12 healthcare centers located in the Greater Nashville Area. Our mission is to enhance community health by removing obstacles to care and providing a healthcare home for everyone, regardless of their financial situation. We take pride in offering a range of services, including Medical, Dental, and Behavioral health.

John R. Dunn, DVM, PhD, EMBA-SL

Dr. John Dunn, a native of Nashville, Tennessee, attended Louisiana State University where he obtained a BS in Zoology in 1991. After completing his Doctor of Veterinary Medicine degree from the Louisiana State University School of Veterinary Medicine, he spent three years in mixed animal veterinary practice in Zachary, Louisiana. Dr. Dunn completed a PhD in veterinary medical sciences (Epidemiology and Community Health) at Louisiana State University in 2003. During his doctoral studies, he conducted collaborative research with USDA-ARS focused on the pre-harvest epidemiology of Shiga-toxigenic E. coli in ruminants.

He received an Executive Masters of Business Administration-Strategic Leadership from the Haslam School of Business at the University of Tennessee during 2022. Dr. Dunn received a commission in the U.S. Public Health Service and joined the Centers for Disease Control and Prevention in July 2003, where he worked in the Foodborne and Diarrheal Diseases Branch as an Epidemic Intelligence Service Officer. His responsibilities included responses to national and international requests involving foodborne and diarrheal disease surveillance, investigation of outbreaks, and consultation on botulism-related public health investigations. In 2007, Dr. Dunn joined the Tennessee Department of Health, where he has held several key leadership roles over the past 18 years. He initially served as Director of Foodborne, Vectorborne, and Zoonotic Diseases, followed by his appointment as Deputy State Epidemiologist and State Public Health Veterinarian, guiding the state’s surveillance and response strategies for communicable and zoonotic diseases. Throughout his tenure, Dr. Dunn has led cross-disciplinary efforts to strengthen public health infrastructure, emergency preparedness, and disease prevention initiatives across Tennessee.

In 2019, Dr. Dunn was named State Epidemiologist directing the Communicable and Environmental Diseases and Emergency Preparedness division. On July 11, 2025, Dr. Dunn was appointed Interim Commissioner of the Tennessee Department of Health, where he provides executive leadership for one of the state’s largest and most critical public service agencies. In this role, he oversees statewide public health operations, strategic planning, and coordination with local, state, and federal partners to protect, promote, and improve the health and well-being of all people in Tennessee. Dr. Dunn has been active in the Council of State and Territorial Epidemiologists (CSTE) and the National Association of State Public Health Veterinarians (NASPHV). In 2024, Dr. Dunn was elected to the American Epidemiological Society as a new member. His professional interests include infectious disease epidemiology, zoonoses, and pre-harvest food safety.

Doug Adair, President

Doug Adair co-founded Nashville Diaper Connection with his wife Susan Culkin in their garage in 2013. The original idea was to provide 4 other Nashville non-profits with diapers to supplement those organization’s food pantries. During their first year, Nashville Diaper Connection provided these partners with 19,000 diapers which assisted 380 families in Davidson County. During 2024 Nashville Diaper Connection provided 4,445,000 diapers across 28 Middle Tennessee counties, helping diaper more than 6,700 babies each month.

Prior to serving as President of Nashville Diaper Connection, Doug was a mortgage banker for 42 years. He is the lucky dad to 5 great kids and proud grandfather of 5 wonderful grandchildren. He is an avid reader, big fan of live music, and an occasional fly fisherman.

Dewayne Scott is Deputy Commissioner for the Tennessee Department of Labor and Workforce Development

Dewayne Scott is Deputy Commissioner for the Tennessee Department of Labor and Workforce Development (TDLWD) in Nashville, TN. He accepted this position in March 2021, and he oversees operations for four TDLWD divisions, which include Data Reporting, Tennessee OSHA, Workplace Regulations & Compliance, and Business Engagement.

Deputy Commissioner Scott has 30+ years of corporate executive management and entrepreneurial experience. He has helped guide the agency in moving its approach to delivering Workforce Development services to more citizens and businesses as “One Agency” in the state of Tennessee. Deputy Scott’s focus, now under Commissioner Thomas’ charge, is overseeing the Business Services areas of the agency. This focus promotes a clear value proposition that outlines how the TN Department of Labor and Workforce Development can facilitate meeting the workforce needs of employers across the state.

The first 15 years of Deputy Scott’s career were at Kroger Company in the executive ranks followed by 17 years as President/CEO of SRS, Inc., a federal disaster response company. He is a University of Tennessee Knoxville graduate with a degree in Economics and Business Management.

Deputy Commissioner Scott has been married to Kaye Scott for 41 years. They have 3 children and 4 grandchildren. He enjoys playing golf.

Tina L. Fox, MPS Director of Community Relations, Retired Tennessee Coalition to End Domestic and Sexual Violence

Tennessee Coalition to End Domestic and Sexual Violence

A native Memphian and the great-granddaughter of a slave, Tina Fox retired from the Tennessee State Government in 2019 after thirty (30) years of dedicated service. She served as the first African American state Director of Victim Services for the Tennessee Board of Parole (2012 – 2019). Tina was recognized nationally for her work with crime victims in April 2018, as she received the National Crime Victims’ Rights Award from the United States Department of Justice in Washington, D.C.

She graduated from the Tennessee Bureau of Investigation’s Leadership Academy and holds a Graduate Certificate in Executive Leadership, Master’s degree in Public Studies in Strategic Leadership, and Bachelor’s degree Science in Criminal Justice from Tennessee State University where she is an active alumnus. She is also a graduate of the University of Tennessee at Knoxville’s Naifeh Center for Effective Leadership Institute for Public Service. Tina recently received from e-Cornell University her Leadership Certificate in Diversity, Inclusion and Belonging.

Tina recently retired (August 2025) as the Director of Community Relations for Tennessee Coalition to End Domestic and Sexual Violence; she facilitated Statewide domestic violence prevention trainings to thousands, monitored certified Domestic Violence Programs, coordinated the Community Relations Committee, managed the Domestic Violence State Coordinating Council, attended and supported partnerships’ community events.

She is the organizer for Black Girls Do Bike Nashville (to get women of color on bikes). Tina is a lifetime member of Tennessee State University National Alumni Association, lifetime member of TSU’s Nashville Alumni Chapter where she is serving as Vice President, member of the NAACP (Nashville Chapter), former (2024) President of Nashville Coalition Against Domestic Violence and serves in several organizations. Tina is a member of the Tennessee State Youth Conference Steering Committee and she serves as the Community Engagement Coordinator for Tennessee State University Women’s Basketball Program. She is a recipient of the 2024 Lady in History Award by the Sigma Gamma Rho Sorority and the 2025 Carrie Hull Award by the YWCA of Nashville and Middle Tennessee.

Tina is a faithful member of the Schrader Lane Church of Christ in Nashville, where she teaches 5th – 8th grades’ Wednesday Night Bible Class and serves on several ministries. She strongly believes in serving others and her favorite quote is “in order to achieve greatness, we must first do small things well.”
